The WinPE in ADK version 1803 is based on Microsoft Windows version 1803, and Windows 1803 has a known issue that causes the backup-archive client to appear hung when you enter the node password.

During installation of the ADK, choose the Deployment Tools and Windows Preinstallation Environment (Windows PE) features. If you need help with installing the ADK, or you have other questions about the ADK, contact Microsoft support for assistance. Go to and search for Windows ADK for Windows 10. Use version 1703, which runs on Microsoft Windows 10.
